Background
The Clinton Health Access Initiative, Inc. (CHAI), the Buyer, is issuing this Request for Proposals (RFP) in order to solicit priced offers for the supply, installation, integration and cloud-based monitoring of telemetry equipment as part of the Real-Time Gas Monitoring System (RTGMS) for Mozambique’s national Liquid Oxygen (LOX) network. CHAI is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling the government and private sector to strengthen and sustain quality health systems.
Mozambique’s national oxygen ecosystem has been substantially strengthened through the supply and installation of Vacuum Insulated Evaporator (VIE) tanks and associated infrastructure across 27 health facilities distributed across the country. However, there is currently no unified, real-time monitoring system across the national tank network, resulting in fragmented monitoring, reactive maintenance and limited visibility of LOX stock levels, consumption rates and equipment status.
Under the RTGMS project, a Phase 1 baseline assessment has been completed across all 42 LOX tanks in the national network, covering 27 health facilities across 11 provinces nationally (Maputo Cidade, Maputo Província, Gaza, Inhambane, Manica, Sofala, Tete, Zambézia, Nampula, Niassa, and Cabo Delgado). The assessment confirmed that 27 tanks currently have no telemetry hardware installed. A further 15 tanks have hardware physically present: 12 confirmed AMBRA Sistemi NanoCRIOTEL IoT units (Incryo Systems / C19RM stream, serials documented) and 3 WIKA 2-wire 4–20 mA units (CHART Industries / UNITAID stream, confirmed at HD Manh..a, HD Matutu.ne, and HR Muxungue). Of the 15 equipped tanks, none is powered neither is transmitting data. There is no confirmed presence of SIM Cards nor registration on network or initiated data flow. Zero tanks across the entire national network are currently transmitting data. This RFP seeks a brand-agnostic, cloud-based RTGMS solution capable of addressing both situations and of being scaled to the remaining tanks in the national network.
This RFP does not obligate CHAI to make an award or fund an applicant, nor does it commit CHAI to reimburse any costs incurred in proposal preparation. All costs related to proposal preparation must be borne by the offeror. CHAI will accept no fee for the submission of proposals. CHAI makes no representations or warranties and will not incur any liability under any law as to the accuracy, reliability, or completeness of the information contained in this RFP.

Questions and clarifications that are relevant to all offerors will be posted by CHAI, either through an amendment to this RFP or directly to offerors who have demonstrated an interest in bidding.
Proposal Submission and Validity
All proposals must be received by August 1, 2026, 17:00 (CAT/SAST). Offers should be emailed to the email address below. All offers must be submitted in the form of the letter in Annex A and must include a copy of a valid business license. Offers received after the due date and time shall be considered to be late and will be considered only at CHAI’s discretion.
