The Clinton Health Access Initiative (CHAI) is supporting the strengthening of medical oxygen ecosystems, including the improvement of medical oxygen availability and supply systems in Eastern Africa through support of UNITAID. The East Africa Program on Oxygen Access (EAPOA) aims to improve access to medical oxygen in low- and middle-income countries (LMICs) across East Africa. CHAI intends to use part of the proceeds to cover for installation of Vacuum-Insulated Evaporator (VIE) Tanks, Control Panels, Vaporizers and Piping for the following five (5) hospitals in Mainland Tanzania that include; i) Manyara Regional Referral Hospital (MRRH) in Manyara, ii) Songea RRH in Ruvuma, iii) Dodoma Regional Referral Hospital in Dodoma iv) Morogoro RRH in Morogoro, and v) Mbeya RRH in Mbeya.
The VIE-Tanks, Control-Panels and Vaporizers were purchased and stored at Chang’ombe-area in DAR ES SALAAM by CHAI. Also, the plinths/slabs have already been constructed by another Vendor.

Scope of Works
Generally, the VIE-Tanks require Lifting and Cranage, Transportation and Installation of the Liquid Oxygen VIE Tank, 10,000 Liters Capacity (Empty Weight – 5 Tons-Diameter-2.5m-Height- 6m) also, lifting of Vaporizers and Control-Panels.
The successful Bidder will specifically be required to undertake the following tasks:
- Transportation by truck, loading and unloading of VIE-Tank, Vaporizer and Control-Panels from Chang’ombe-area in DAR ES SALAAM to the respective sites;
- Supplying and Installation of Copper-Pipes complete with accessories in line with Schedule of Works (Bills of Quantities) to conform to BS EN HTM02-01.
- Powering the system with Single Phase, Twin Socket 240V, 50Hz (Cable size 6 mm2) (provisional).
- Provision of at least 2 appropriate Fire Extinguishers (Carbon Dioxide or Dry Chemical type) to be placed/anchored nearby the VIE system.
- VIE Tank Earthing.
Bid Eligibility
This is an open Bid to all local and international prospective vendors whom can meet the HTM-02-01 Standards.
The Bid will be issued to any International or Local Legal and experienced Vendor with proof of legal-incorporation and experience of similar assignment.
The Vendor is also allowed to Bid for any number of Bids.
Prospective Bidders are urged to request in writing the detailed Bidding Documents, Bills of Quantities (BOQs), Draft Purchase Order attached with schematic-drawings and specifications through chaitzprocurement@clintonhealthaccess.org;
Deadline for Submission of Bid
The completed bid submission must be Valid in more than 90-days and, be filled out by hand, scanned and submitted electronically on or before September 21, 2026 in PDF and excel softcopies to chaitzprocurement@clintonhealthaccess.org.
