Invitation to bid for mLOX supply and delivery to designated health facilities in Tanzania

Overview

The Clinton Health Access Initiative (CHAI) is supporting the strengthening of medical oxygen ecosystems, including the improvement of medical oxygen availability and supply systems in Eastern Africa through support of Unitaid. The East Africa Program on Oxygen Access (EAPOA) aims to improve access to medical oxygen in low- and middle-income countries (LMICs) across East Africa. The initiative seeks to bolster the capacity of local manufacturers to meet the growing demand for medical oxygen.

CHAI intends to use part of the investment from Unitaid to cover for supply, delivery and transfer mLOX to bulk storage tanks installed in ten (10) health facilities of Bochi Hospital Limited, Tumbi RRH, Morogoro RRH, Dodoma RRH, Manyara RRH, Mount Meru RRH, Sekou-Toure RRH, Mbeya RRH, Songea RRH and St. Benedict Ndanda Referral Hospital.

CHAI invites interested and capable vendors to submit bids for the supply, delivery, and transfer 90 tons of mLOX to bulk storage tanks in the above-mentioned facilities (Each facility will require nine (9) tons). When preparing your submission, please use the technical specifications and details attached in Annex B and the CHAI code of conduct and ethics for suppliers in Annex C for guidance.

Request for Suppliers

Ten (10) health facilities will require single delivery of mLOX each. Suppliers are invited to submit bids for delivery of mLOX to all ten health facilities. CHAI strongly encourages suppliers to respond with different price points (per ton) for each of the sites.

Submissions

When preparing your submission, please download and complete Annex A and B and follow the CHAI code of conduct and ethics for suppliers in Annex C.

Any queries or clarifications on the ITB should be submitted via email to chaitzprocurement@clintonhealthaccess.org, quoting RFP/CHAITZ/EAPOA/mLOX/003 in the subject line, May 18, 2026. Responses will be issued via all RFPs solicitation channels and email.

Bids must be submitted on or before 12:00 AM GMT, June 1, 2026, via email to chaitzprocurement@clintonhealthaccess.org, quoting Reference RFP/CHAITZ/EAPOA/mLOX/003 in the subject line. Should your submission exceed 2MB and cannot be sent by email, please request an upload link with the subject ‘Requesting upload link’ to chaitzprocurement@clintonhealthaccess.org.

Bids submitted after the deadline will not be considered. Medical LOX (mLOX) supply and transport services will be assessed against CHAI’s quality policy and applicable local laws and regulations. Suppliers may be requested to submit additional information and/or participate in a site visit.
