Overview and Purpose
The Clinton Health Access Initiative (CHAI), with funding from FHI 360 under a USG-supported program, is working with the Government of Zambia to strengthen national medical oxygen systems. As part of this effort, CHAI is supporting the establishment of a high-capacity LOX distribution hub, requiring procurement of cryogenic equipment that meets international performance and safety standards.
Given the technical complexity of the equipment (e.g., ADR, EN13530-2, SANS 1518 compliance), CHAI is launching a prequalification stage to identify capable, experienced, and compliant suppliers before the final bidding process. Only prequalified firms will be invited to submit full technical and commercial proposals.
Purpose of the RFPQ
The RFPQ aims to:
- Shortlist qualified firms able to supply cryogenic LOX equipment;
- Verify compliance with relevant international standards;
- Assess organizational capacity and financial stability;
- Establish an eligible supplier list for the restricted tender.
This stage does not result in a contract award.
Scope of Prequalification
Suppliers may apply for one or more of the following categories:
- Cryogenic LOX Isotainers
- LOX Road Tankers (27 t)
- Semi-trailer chassis
- Prime movers (400–450 HP)
- Cryogenic liquid transfer pumps
- Auxiliary infrastructure and safety equipment
Mandatory Eligibility Requirements
Firms must provide:
- Certificate of incorporation;
- Manufacturer authorization (if not OEM);
- Evidence of ability to supply required equipment;
- Experience in at least three similar cryogenic equipment contracts;
- Compliance certificates (ADR, EN13530-2, SANS 1518, ISO 9001 or equivalent);
- Financial statements for the last two years;
- Proof of after-sales service capability;
- Signed Conflict of Interest and Anti-Fraud declaration.
Missing any requirement results in disqualification.

Conditions of Prequalification
- CHAI may reject any submission;
- Submission does not guarantee advancement;
- Information may be verified;
- CHAI may modify or cancel the RFPQ at any time.
