Preamble
The Clinton Health Access Initiative (CHAI), is a sub-grantee of FHi360, in meeting targets and maintaining Epidemic Control (Epic) project, a global five-year project funded by US Government where FHi360 is the prime implementation partner. You may also recall that the original Bids for improvements for the same services were requested and submitted to CHAI on October 2023.
CHAI intends to use part of the proceeds to cover for Civil/Plinth-works to receive installation of Vacuum-Insulated Evaporator (VIE) tanks and Vaporizers at four (4) hospitals in Mainland Tanzania that include:
- Muhimbili National Hospital (MNH),
- Muhimbili Orthopaedic Institute (MOI)
- Mwananyamala Regional Referral Hospital (MRRH)
- Temeke Regional Referral Hospital (TRRH)
*Bidders may respond and submit their proposal for all or selected facilities
In collaboration with Expert-Team, Ministry of Health and, Hospital Biomedical Engineering Teams, CHAI has planned that the project will include six (6) main tasks.
This document provides the technical and commercial specifications for the construction, installation and commissioning of concrete plinth, security fencing, and, the other civil/service works related infrastructure items.

Bid eligibility
This is an open Bid to all prospective contractors.
The Bid will be issued to any Registered Building Contractor by Contractors Registration Board (CRB) with, a specialist domestic Electrical Sub-contractor incase for provisions of appropriate sketch and implementation of power and security-lights. They are able to substantiate their competence with a track record of construction, manufacturing and installations of reinforced concrete structures, steel fencing and building works. The Local Contractors are encouraged for the project.
Required bidder competency
Only submissions from companies with proven capability and competence will be considered. The Contractor will be;
- A registered local company with all attachments under chapter eight (8), with completeness in items a-l)
- Be able to demonstrate successful previous erections and installation of reinforced concrete work, earthworks, general construction, and building works
- Have adequate technical capacity to execute the specified work
Site visit for bidding purposes
Due to the complexity of this work, a compulsory site visit will be arranged on July 30, 2025. Please download Annex C site visit form and submit it.
Bids from Bidders who did not attend the compulsory site visit will not be considered.
Terms and conditions
- If successful, the Contractor will follow the normal CHAI procurement process.
- CHAI’s Terms and Conditions stipulated in the Purchase Order shall apply.
Compulsory submittal documents
- The “Bid Submission Document” completed, initialed on each page and signed.
- Completed Bill of Quantities (for each of the sites) initialed in all pages together with clear rates for all items
- Certificate of Incorporation as issued by BRELA
- Bid Form.
- Registration with Contractors Registration Board (CRB)
- Power of Attorney for the Authorizing Person;
- Current Business License / Tax-Clearance-Certificate;
- Banking details – statements, possibility of credit-facilities and, Account Number and Name;
- Proof of Registered Address;
- List of similar projects completed over the past 3-years by showing the title, location, client name, consultant and, value;
- List of projects underway;
- Program of Work
- Method Statement
- Signed site visit forms
Submission date and time
The completed bid submission must be filled out by hand, scanned and submitted electronically on or before August 3, 2025 in .pdf to chaitzprocurement@clintonhealthaccess.org by the closing date stated on the returnable document. Also, excel softcopies are required.
No late submissions shall be accepted.
