Family Planning Market Memo: Government Resilience and Persistent Risks Following Major Donor Withdrawal

CHAI has released new analysis examining contraceptive access across multiple African countries in the months following the end of USAID’s reproductive health programs in early 2025.

When US funding ended, experts warned of severe contraceptive shortages across Africa. The aftermath has proved more complicated—exposing deep vulnerabilities alongside meaningful government responses as low- and middle-income countries head toward even tougher conditions in 2026.

The memo draws on insights from ministries of health in 11 countries, logistics management information system data from 8 countries, facility-level service assessments, and national supply plans from 7 countries, providing some of the first comprehensive multi-country evidence on consumption trends and government responses following the funding withdrawal.

As countries pursue structural reforms including health insurance integration and supply chain consolidation, the analysis underscores the need for continued monitoring as impacts continue into 2026 and beyond.
