CHAI seeks logistics officers to support implementation of e-LMIS Vaccines in Mali

As part of the Gavi 5.0 strategy (2021-2025) and the supply chain modernization process for the Expanded Program on Immunization (EPI), Mali has adopted the e-LMIS (electronic Logistics Management Information System) / Medexis solution to improve the visibility, planning, management and traceability of vaccines and cold chain equipment.

The training, functional test and pilot deployment phases of this e-LMIS / Medexis solution have already been completed in the Ségou and Sikasso regions. To support the expected roll-out of the tool at all levels, and to ensure close monitoring of the system, it is necessary to reinforce regional logistics capacities with dedicated regional logistics officers.

These 2 agents report to CHAI. They will support the Directions Régionales de la Santé (DRS), including their branches (CSRef and CSCom), and will work closely with the CNI and PEV teams, the DPM, as well as with technical partners (I+ Solutions, UNICEF, WHO…).

Scope of work:

CHAI is looking for motivated individuals to provide field coordination, implementation support, monitoring and operational supervision of the Medexis Vaccines e-LMIS in the Mopti and Sikasso regions to ensure the performance of the vaccine and cold chain equipment (ECF) logistics management system.

He/she will work closely with internal teams and external partners to provide technical leadership throughout the process. The person will provide strategic input and operationalize via ongoing training, mentoring and coaching of regional and district users on Medexis e-LMIS; support of logistics flow monitoring (requisitions, shipments, receiving and stock management) through the Medexis tool; contribution to logistics data quality (consistency, completeness and timeliness) in Medexis and DHIS2 ; supervision of health facilities and first-level support in the event of technical difficulties; participation in the collection, analysis and reporting of logistics data at regional level, and contribution to the sustainability of the e-LMIS system in vaccine management practices.

The position will focus on: (i) support for users of the e-LMIS / Medexis solution (ii) production of e-LMIS usage data (iii) formative supervision of players using e-LMIS, (iv) the supportive training of new actors, (v) and contribution to consolidated quarterly reports for CNI/PEV and Gavi.

Responsibilities:

Technical and logistical support (40%)

  • Support regional (DRS), district and CSCom teams in the planning, distribution and management of stock through e-LMIS / Medexis;
  • Support the supervision of logistical transactions (requisitioning, ordering, shipping and receiving) for health products covered by e-LMIS in its region;
  • Support regional e-LMIS users in resolving any errors and functional bottlenecks (during the maturation phase);
  • Ensure support for the implementation of the regional work plan, with good communication between the various levels (CNI – DRS – District – CSCom).

Monitoring and evaluation (30%)

  • Support regional, district and CSCom teams in monthly reporting on logistics performance (stocks, shortages, expiries, VVM alerts);
  • Provide the list of trained, assisted and active users;
  • Produce monthly summaries of alerts and corrective actions;
  • Contribute to the preparation of consolidated quarterly reports for CNI and Gavi;
  • Use Medexis dashboards to monitor vaccine availability and report completeness;
  • Document technical issues and escalate to CNI and CHAI.

Training and capacity building (20%)

  • Support the training of new Medexis e-LMIS users in coordination with the CNI and the CHAI team;
  • Update training materials in line with e-LMIS software versions (as required);
  • Ensure skills transfer to regional EPI managers, districts and health areas.

Knowledge management and collaboration (10%)

  • Ensure that documentation related to the implementation process is regularly updated and easily accessible;
  • Document challenges and lessons learned during this process for sharing across the program and with other countries;
  • Participate in meetings related to Medexis e-LMIS implementation;
  • Ensure that CHAI is well represented in the region.

Desired skills and experience:

  • Basic knowledge and skills in the logistics of health products, with a minimum level of education of Bac+3 or equivalent;
  • Minimum 3 years’ experience in logistics management of vaccines, medicines or other health products;
  • Proven experience in the use of digital logistics management tools (SIGL/LMIS, DHIS2, Medexis, ODK, etc.);
  • Good understanding of cold chain principles and inventory  management;
  • Excellent analytical, diagnostic and problem-solving skills in front-line vaccine logistics;
  • Experience of working in resource-limited settings;
  • Ability to work independently and as part of a multidisciplinary team;
  • Strong work ethic, integrity, credibility and dedication to CHAI’s mission;
  • Ability to travel frequently to districts and CSCom;
  • Fluency in French and local languages.

Additional assets:

  • Strong written and oral communication skills with people from different professional and cultural backgrounds;
  • Knowledge of EPI operations and health structures in Mali;
  • Knowledge of international vaccine management principles and standards;
  • Experience of working in the region ;
