Overview
CHAI seeks to engage independent consultants to provide targeted, short-term technical assistance to prioritized Uganda Ministry of Health departments and programs. The consultants will support analytical, strategic, and coordination activities aimed at strengthening national planning, informing priority-setting processes, and enhancing the quality and effectiveness of technical inputs into funding requests, investment cases, and grant applications to major global health financing mechanisms.
CHAI intends to contract up to 2 individuals for this consultancy. Only individuals are eligible to apply.
The consultancy assignments may support one or more of the following areas:
- Data analytics and synthesis to inform strategic planning and policy decisions
- Disease modeling and scenario analyses to guide prioritization and investment choices
- Development and application of prioritization frameworks and decision-support tools
- Costing, resource mapping, and funding gap analyses
- Technical input into grant writing, concept notes, investment cases, and supporting documentation
- Coordination and alignment of stakeholders to support effective resource mobilization
Scope of Work
Under the overall guidance of CHAI and in close collaboration with the Ministry of Health, the consultant(s) will undertake the following tasks, as applicable to the specific assignment:
- Analyze health sector data from multiple sources to generate insights that inform priority setting, strategic planning, and resource allocation decisions.
- Conduct relevant program and disease modeling, scenario analyses, or burden projections to support evidence-based investment planning.
- Develop or apply prioritization frameworks to support transparent and data-driven decision-making processes within designated MoH department.
- Conduct costing analyses, resource mapping, and funding gap assessments to inform domestic and external resource mobilization efforts.
- Provide technical inputs into the development or review of grant applications, concept notes, investment cases, and other funding proposals to Global Fund, Gavi, USG, and other global health initiatives as relevant to the Ministry department.
- Support coordination processes, including preparation of technical briefs, presentations, and participation in MoH and partner technical meetings, as required.
- Document analyses, assumptions, methodologies, and recommendations in clear, high-quality technical outputs suitable for government and partner use.
